WEST CHESTER (August 15) – State Senator Andy Dinniman announced that almost $3 million in total state grant funding has been awarded for two rail improvement projects in Coatesville and Modena.

The projects, which are funded through PennDOT’s Rail Transportation Assistance Program (RTAP) and Rail Freight Assistance Program (RFAP) respectively, are as follows:

  • Arcelor Mittal Plate, LLC will receive $2.8 million in RTAP funding to rehabilitate a bridge and replace a track in Coatesville and Modena.
  • The Chester County Economic Development Council will receive $171,990 in RFAP funding to construct a new 200-foot rail siding in the Mogreena Industrial Complex to serve Waste Oil Recyclers, Inc.

“These projects are two great examples of how investments in our rail freight network can help stimulate economic development and job growth,” Dinniman said. “In addition, improving and updating our rail infrastructure increases safety by easing traffic on our local roads and highways.”

RTAP is a capital budget program.

RFAP is an annual grant program that provides financial assistant for investment in rail freight infrastructure. It is underwritten through the new Multi-Modal Fund, created by Act 89 of 2013.

The Coatesville and Modena projects are part of more than $35.9 million in total state funding approved for 13 rail transportation and 26 rail freight projects throughout the Commonwealth.
